Four stages that are often confused
A proposal may be an announcement with no application. Lodged means an authority has received an application. Approved means development is permitted subject to conditions. Under construction means physical delivery has actually started.
Why the distinction matters
An approval can remain unbuilt for years, and a lodged design can change before decision. We label projects by the strongest status supported by the public record and do not turn marketing language into a construction claim.
