Capacity is not a building program

The amended PDA scheme is designed to accommodate more than 16,000 homes and up to 24,000 residents over time. That number describes planning capacity across the area; it is not a count of approved apartments or homes already financed.

How delivery actually happens

Individual sites still require applications, assessment and—if approved—separate decisions by owners and builders to proceed. Tracking lodged and approved projects gives a more accurate picture of near-term housing than repeating the headline capacity figure.
