What approval actually provides
A development approval permits the assessed proposal subject to its conditions and approved plans. It establishes a planning right; it does not certify that finance, a builder or a start date is in place.
Signs that delivery is closer
Later change approvals, demolition or building permits, site establishment and contractor announcements can show movement. Until then, “approved” is the accurate label even when marketing material suggests construction is imminent.
